By letter dated May 13, 1986 you provided information supporting the use of energy absorbers in lieu of hydraulic snubbers for seismic support of certain safety-related piping at the Point Beach Nuclear. Plant Units 1 and 2. By letter dated July 15, 1986, the staff informed you that such a change could not be made pursuant to 10 CFR 50.59 and that NRC review and approval was required
, prior to installation. You provided additional infomation relating to the use of energy absorbers by letter dated September 3,1086.
A meeting was held between members of the staff, our contractor, Brookhaven National Laboratory, members of your staff and your contractor, Bechtel Power Corporation on October 23, 1986 in Bethesda, Maryland in which you provided additional information in response to staff questions. Further infomation was provided by letters dated November 11, December 4, December 8, December 16, i 1986 and Janaur.y 22, 1987.
We have revtewed your submittals and additional infomation in response to staff questions. The details of our review are provided in the enclosed Safety Evaluation. Based on our review, we find your proposed replacement of hydraulic snubbers with energy absorbers to be acceptable. Our approval is limited to the particular application requested and does not incude 1 replacement of any other safety-related snubbers at Point Beach Units 1 and 2.
Should you wish to expand the use of energy absorbers as replacements for other hydraulic snubbers, a separate review will be required. This completes i
