The ATLS Fule (10 CFF 50.62, 'Requirecents for Feducticr. of Risk fron Ar.ticipated Transients Wittcut Scrari ( ATWS) Events for Light-Water-Ccoled Nuclear Power Plants") requires ioprevener.ts in the design and cperation of lightwater corrercial ruclear power facilities to reduce the lilelibced of fcilure to shut dewr the reactor following anticipated trarsients and to ritigate the consequences cf er. ATWS evert.

By letter datcd October 15, 1965, you responded that although Fort St. Vrain is a high tteperature ges-cooled reactor and that the ATW5 Fule as currently written applies or'ly to light-water-cooled reectors, tte Fcrt St. Vrain design presently provides a reserve shutdcwn systet: (F55) which is considered ar alterrate to tte control red drive syster (prirary shutdown syster). During a conference call to July 4,1988, your staff solur.tarily agreed to address the ATW5 Eule further including the applicatility (upon receipt of a forr.al request) of the specific ATUS Fule design requirerents to tht: RSS.
