Dear Mr. B>tcher:

This letter outlines the Public Service Company of Colorado (PSC) response to Reference (1)

" Quality Assurance Guidance For ATWS Equipment That Is Not Safety Related (Generic Letter 85-06)."

The Fort St. Vrain (FSV) reactor is a High Temperature Gas-Cooled Reactor, and it is our understanding that, as currently written, 10CFR50.62 is applicable to commercial light-water cooled nuclear power plants, and that FSV is not covered by the rule. However, the FSV reactor does feature an independent Reactor Reserve Shutdown System which is designed to shutdown the reactor in lieu of control rod insertion. This system, described in detail in Section 3.8.3 of the FSV FSAR, is a safety related system and therefore falls under the existing FSV Quality Assurance program which meets or exceeds the requirements contained in Reference 1.

In recognition of the fact that ATWS is a long-standing regulatory issue to which the NRC has devoted considerable attention, PSC would be pleased to meet with the NRC staff to discuss any concerns which may exist regarding ATWS and its applicability to Fort St. Vrain.
