CHAliGES TO THE LICENSE liiFORl'ATION IN THE FORT ST. VRAIN LICENSE We have conducted a preliminary review of your application for changes to the Fort St. Vrain Facility Operating License fio. DPR-34 as submitted by your i
letter dated September 23, 1988.
In the first part of your request, you ask for the deletion of the cover letter, the Notice of Issuance and the B-50 agreement.
This portion of your request rnust be rejected as not being in coapliance with the following re3ulations:
Deletion of the B-50 Agreement is not allowed because such agreements are l
required by Secticn 170 of the Atoraic Energy Act of 1954 (65 Stat. 919),
l as amended. These agreements are implerented under 10 CFR Part 140 and must be in place throughout the period of the license itself.
t Deletion of the Federal Register flotice is not allowed because the notice is a part of the Comission's irrplementation 10 CFR Part 9 concerning Public Records. The notice provides the appropriate references to the i
license and supporting documenti,.
It also indicates the availability of 7
these documents from the appropriate Public Document Rooms.
t Deletion of the cover letter is also unacceptable because it provides the i
reference to both the B-50 Agreement and the Federal Register notice as 4
part of the license.
