IMPOSITION OF CIVIL PENALTY - $50,000 By EN 86-82 dated November 6, 1986 the Commission was notified of the intent of IE to issue a Notice of Viniation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollarr ($50,000) to Duke Power Company. This action was based on violations of NRC requirements associated with the June 27, 1986 depressurization event during a loss of control room test. The violations '

involved the failure to change plant procedures when components were modified, inadequate labeling and marking of components on the control panels, inadequate implementation of the test procedure, and inadequacies in the test procedure.

The licensee responded to the Notice in a letter dated December 12, 1986. After careful consideration of the licensee's response, the staff has concluded that '

with the exception of one example in a violation, the violations did occur as set forth in the Notice of Violation and Proposed Imposition of Civil Penalty.
