Gentlemen:

Enclosed for your review, prior to our scheduled meeting of July 1,1986, at

10:00 a.m. in the Region III office is the SALP Board Report for Point Beach,

Units 1 and 2, covering the period October 1, 1984 through March 31, 1986.

In accordance with NRC Policy, I have reviewed the SALP Board Assessment and

concur with their ratings.

It is my view that Wisconsin Electric Power Company's

conduct of nuclear activities in connection with Point Beach continues to

demonstrate a high level of concern for nuclear safety. Specific areas I would

like to highlight for your attention are:

1.

The improvement in maintenance from a Category 2 level to a Category 1

level is indicative of management involvement at all levels.

This is

evidenced by the units' high availability, low number of Licensee Event

Reports and the smooth completion of complex modifications.

2.

In addition to maintenance, Category I ratings were earned in the areas

of Plant Operations, Surveillance, Security, Outages, and Training and

Qualification Effectiveness.

3.

Performance in licensing activities declined from a Category 1 to a

Category 2 rating. Additional management attention should be directed to

the tracking of completion dates for modifications, submittals and

schedular requirements to ensure adequate time for staff review of licensee

actions.

4.

The recent degraded vital area barrier event was evidence of inattentiveness

to detail and should be reviewed to assure it is not indicative of a

declining trend in the security category.

While you will have sufficient opportunity to present your comments at the

meeting on July 1,1986, we also solicit written comments within 30 days after

the meeting. Upon receipt, your comments will be thoroughly evaluated and we

will then provide you our conclusions relative to them.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room,
