SUMMARY

~

During this operating period for Calvert Cliffs Nuclear Power Plant Units 1 and 2, a total of 707 analyses were performed on 639 onvironmental samples. In addition, 1062 thermoluminescent )

j dosimeters rates.

(TLD's) were analyzed for ambient radiation exposure i The samplos collected from the aquatic environment included bay water, fish, oysters, and shoreline sediment samples. Bay water was analyzed for tritium and gamma emitters. Fish, oysters, and shoreline sediments were analyzed only for gamma emitting radionuclidos.

Monitoring the atmospheric environment involved sampling the air at various locations surrounding the plant. Air particulatos and Saseous iodine woro collected on glass fibor filters and silver zoo 11to molecular sieve cartridges, respectively. The particu.

Thus it is concluded, based upon the levels of radioactivity observed and the various dose calculations performed, that the operation of Calvert Cliffs Nucicar Power Plant Units 1 and 2 l during the year 1986 did not cause any significant impact on the environment.

, B. INTRODUCTION Baltimoro Gas and Electric Company (BC&E) has been conducting a

! radiological environmental monitoring program in the environs of the Calvert Cliffs Nucioar Power Plant since the summer of 1970.

The Calvert Cliffs site is an operating nuclear generating station consisting of two pressurized water reactors. Unit 1 achieved criticality on October 7, 1974 and commenced commercial 4

operation in May 1975. Unit 2 achieved criticality on November 30, 1976 and went into commercial operation April 1, 1977.

Results of the monitoring program for the preoperational and previous operational periods through December 31, 1985 have been reported in a series of documents (1 22).

The report presents the content of the Radiological Environmental Program (Tablo 1), the sampling locations (Appendix A), the summary of the analytical results of 1986 (Table 2), a compilation of the analytical data for 1986 i (Appendix B), the results of the EPA Intercomparison Program and the Quality Assurance Program (Appendix C), and the results of tbn Land Use Survey (Appendix D). Interpretation of the data and conclusions are prosented in the body of the report.

C. PROGRAM ~

C.1 Objectives i

The objectives of the radiological environmental monitoring program are:

a. To determine whether any statistically significant 1

increase occurs in the concentration of radionuclides in important pathways,

b. To detect any measurable buildup of long lived radio-nuclides in the environment,
c. To monitor and evaluate ambient radiation levels,
d. To verify that radioactivity and ambient radiation levels attributable to the plant are within the limits specified in the Technical Specifications (26) and the Environ-i mental Radiation Protection Standards as set forth in 40 CFR Part 190.

D. RESULTS AND DISCUSSION l  !

All the environmental samples collected during the year were analyzed using BC&E's laboratory procedures (29). The analytic i results for this reporting period are presented in Appendix B and i also summarized on an annual basis in Table 2. For the purposen of discussion, the analytical results are divided into four

.I categories, which are the Aquatic Environment, the Atmospheric Environment, the Terrestrial Environment, and External Radiation.

i These categories are further divided into subcategorios according j to sample type (e.g., Bay Water, Aquatic Organisms, etc. for the

] Aquatic Environment).

] D.1 Anuntic Environment i The aquatic environment surrounding the plant was monitored by j analyzing samples of bay water, aquatic organisms, and shorollno sedimont. Those samples were obtained from various samp1 Lug i locations on the Chesapeake Bay near the plant.

] . D.1.a Bnv Water

Monthly bay wator samplos were taken from two locations du"ing j . the year. These locations are the Intaka Area (sample code ital) l and the Discharge Area (sample code Wa2). The samples were
obtained from a composite sampling system operating at each 1 location for the entiro sampling period. Those samplos sworo j analyzed for tritium and Samma emitters, i

i The tritium analyses, p'erformed on quarterly composites of the

monthly bay water samples, showed only two doenctabic j concentrations of tritium. Both of those positive results were  ;

observed in samplos obtained from the Discharge location (Wa2) during the first and second quarters of the year. The results I were 609+/ 140 and 197+/ 140 pCL/1, respectively. Both  !

concentrations are similar to the results observed in both the  !

j preoperational (6) and previous operational portods (7 22).

l January 1 - December 31, 1986 j Docket Nos. 50 317/318 during the year. Samples of fish, when in season, were taken from the Intake Area (samplo codos Ia1 and Ia2) and from the Patuxent River (sample codes (Ia4 and Ia5). Oyster samplos were ,

obtained quarterly from Camp Conoy (samplo codo Ia3) and Kenwood Beach (samplo code (Ia6). Edible portions of thoso samples were analyzed for gamma emitters.

Camma spoetromotric analyses of the fish samplos from both locations exhibited no detectable concentrations of any fission or activation products.

Quartorly analysos for gamma emitters in oystor samples; however, showed detectable concentrations of a plant related radionuclido.

Silver 110m ranged from 637+/-30 pct /kg in the first quarter of the year to 123+/14 pC1/kg in the last quartor for samplos collected at Camp Conoy. It was also observed in the first and  !

second quarter samples from Kenwood Beach at concontrations of  :

19+/-11 and 19+/ 9 pct /kg respectively.

  • D.1.c Shorelino Sediment i

Som1 annual shoreline sediment samples were taken from ono loca-

  • tion during the year. This location is the shoreline at Camp 3 Conoy (sample code Wbt). The samples obtained from this location were analyzed for gamma emitters.
  • Gamma spectrometric analyses of those samples exhibited no detectable concentrations of any fission or activation products.

D.2 Atmoncheric Environment The atmospheric environment was monitored by analyzin6 air particulato filters and s ilvo r. zoolito cartrid Bos (for trapping radiolodino specios). Those samplos woro collected from various i locations surroundin6 the plant.

The results of the weekly analyses for beta activity on air particulate filters revealed a unique trend in the data collected from all five locations during this year. As readily seen in Figure 1, a plot of the results shows two spikes in the levels of beta activity during the course of the year. The initial spike occurred during the first week of May, and the second during the latter part of that same month. Both of these spikes are rather significant, being of the order of ton time,s3 the baseline of results for the first (0.23 versus 0.02 pCi/m in the extreme) and f,1ve 3

timos the baseline for the second (0.10 versus 0.02 pC1/m in the extreme). The cause of those spikes of beta activity was the nuclear reactor accident at Chernobyl, ll S S R ,

that occurrod in late April, 1986. The lovels of radioactivity steadily declined since the first maximum was measured until the appearance of the second spiko of beta activity. This second spike was most probably due to the recirculation of the radioactivo cloud around the Earth. Subsequent to this, the lovels of radioactivity steadily decline again, until, as typified in the Figure 1, they become commonsurate with baseline values. Thereafter, the results for the rest of the yone are similar to the results observed at nearby locations in previous

, years (7 22).

tions of three nuclides were observed in all samples from all locations. The radionuclidos were ranging from 0.009+/ 0.004 to 0.036+/ 0.004 pCig,3 ; Ru Cs103, 134, ranging from 0.004+/ 0.002,to 0.018+/ 0.002 pC1/m,3; and Cs 137, ranging from 0.004+/ 0.001 to 0.037+/ 0.003 pCi/m . Those radionuclidos are related to the Chernobyl accident.

D.2.b Air fodino Wookly composited silver zoolite cartridges (for trapping radiolodine species) were collected from five locations during the year. These locations are on Site Near the Guard llouse off Camp Conoy Road (sample code A1), Camp Conoy Road Naar the Emergency Stren (sample code A2), Bay Breezo Road (sample code A3), Lumby (samplo code A4), and at the Emergency Offsite Factitty (sample code AS). These samples were analyzed for radiotodino species.

cartridges also revealed a unique trend in the data collected from all five locations during the year. In fact, as evidenced by the plots in Figure 2, the same radioactivity pattern that was ,

depicted in Figure 1 is present he e, though the recond spike is  ;

somewhat less defined. The magnitude of the first spike as depicted in Figure 2 is to that depicted in Figure 1 (0.239 versus 0.23 pC1/m,gimilar in the extreme). This trend in the radiotodino results is most certainly due to the above mentioned  !

accident at Chernobyl, USSR. The similarity of this trend with that for beta activity shows that the predominate source of radioactivity during the aftermath of this accident was I 131.

During the months preceding this phenomenon and the months occurring afterwards, as the plots in Figure 2 depict, baseline  ;

results were estabitshed at or naar the detectable levels of l activity for this radionuclido. I i

D.3 Torrestrint Environment

  • The torrestrial environment was monitored by analyzing samples of vegetation collected monthly, when available, from various samp.

ling locations naar the plant.

D.3.a Vecetation Vogotation samples wore collected from three locations during tho

These locations are Bay Broozo Road (sample codes Ibl, Ib2, and Ib3), on Site Before the Entrance to Camp Conoy (sample codes Ib4, Ib5, and Ib6), and the Emergency Offsite Facility (sample codos Ib7, Ib8, and Ib9). These samples were analyzed for gamma emitters, including analysos for 1 131.

by. products. Some of those by products are attributable to the operation of the plant and some of them are due to fallout from Chornobyl and also from past nucioar weapons testing. observed in a number of vegetation samples taken from all three gardens. The Ru.103 and 1 131 are attributabic to the fallout from the Chernobyl accident. Thny appeared only in the month of .

January 1 - December 31, 1986 Docket Nos. 50 317/318 indicator and control locations. The Ru 103 ranged from 39+/ 17 to 50+/-22 pCi/kg, and the I-131 from 29+/ 23 to 157+/-28 pCi/kg.

  • The presence of Cs 137 in a number of these samplos, ranging from 29+/ 19 to 124+/-30 pC1/kg, may be attributed to oicher the Chernobyl incident or to the fallout from past nuclear weapons testing. Lovels such as this have been observed in vegetation samplos taken from farms near the plant during previous operational periods (7 22). Fallout from Chernobyl can only augment the inventory of the long lived Cs-137 already present in the environment. ,

D.4 External Radiation Thermoluminoscent dosimeters were collected monthly from twenty-three locations surrounding the plant. The locations are on Sito Along the Cliffs (sample codo DR1), Route 4 Auto Dump (sample code DR2), Clovanni's Tavern (sample code DR3), White Sands (sample codo DR4), John's Crook (sample code DR5), Lusby (samplo code DR6), On Sito Near the Cuard flouse off Camp Conoy Road (sample code DR7), On Sito Near the Emergency Siren (sample code DR8), Day Broozo Road (sample code DR9), Decatur and Calvert Beach Roads (sample code DR10), Dirt Road off Hacka11 and Parran Roads (sample codo DR11), Hacka11 and Bowen Roads (samplo codo DR12), Wa11v111e (samplo codo DR13), Rodney Point (sample code DR14), Hill Bridge and Turner Roads (samplo code DR15), Appon1 School (sample code DR16), Covo Point and Little Covo Point Roads (samplo codo DR17), Covo Point (samplo codo DR18), Long Beach (sample code DR19), On Site Near Shore (samplo code DR20),

Emergency Offsite Facility (sample code DR21), Solomons Island (sample code DR22), and Taylors Island (sample codo DR23).

Thora exists only one previous year of historical data for most of those now locations. Ilowe va r , a general agreement of trends in data is to be expected when comparing the current data to data observed at the locations of the old Environmental Technical Specifications, since regional ambient radiation lovels should all remain similar. Thus, a comparison of the means and ranges of the current TLD data with those of both the historical data and the regional data show that the ranges of values are indeed very similar. The impact of the accident at Chernobyl did not affnet the agroomont of those trends of data to any noticeable extent, as evidenced by the graphical repronentations of tho annunt TLD data depicted in Ftgures 3 to 7. E. Conclusion 1

Most of these observations were attributed to fallout from the recent accident at Chernobyl and to a lesser extent to En11out from past atmospheric weapons testing. The other

Discussion i o A Land Use Survey was conducted during the growing season of the

. . ' year 1986 to identify, within a distance of 8 km, the location of j the nearest milk animal,2 the nearest residence, and the nearest J garden greater than 50 m in each of the nine sectors over land.

residence, and garden in each sector.up to 8 km are given in the t

above table.

The closest residence and garden are situated in the WSW sector, i

which is one of the least prevalent wind directions. In the S, SSE, and SE sectors there is .the highest probability of wind l blowing from the direction of the plant. The two gardans used for vegetable samples by the Radiological Environmental Program

have been placed in the sectors with the highest X/Q One

, sampling garden is located in the S sector at a distance of 0.7 i km, and another is situated near the site boundary between the SSE and SE sectors at a distance cif 'I . 6 km from the plant. These

, two sampling sites are considered good indicator locations for radioactive depositions around the plant. There are no sites identified in the Land Use Survey that show a greater dose C-

commitment than those sites currently being sampled. The dose
