. LP&L Response To Violation No. 8701-04

VIOLATION NO. 8701-04

Technical Specification (TS) 6.1.1 states, "The Plant Manager-Nuclear shall

be responsible for overall unit operation and shall delegate in writing the

succession to this responsibility during his absence."

Contrary to the above, on January 9, 1987, the licensee was unable to

produce documentation indicating succession responsibility had been

delegated.

This is a Severity Level V violation.

RESPONSE

(1) Reason for the Violation

A succession of responsibility for planned absences was delegated in

4 writing. LP&L did not anticipate the need to promulgate a succession

4

of responsibility for the case of an unforeseen absence of the Plant

Manager-Nuclear.

(2) Corrective Action That Has Been Taken

The Plant Manager-Nuclear has issued a directive which dictates how

responsibility is to be handled in his planned or unforeseen absence.

(3) Corrective Action To Be Taken

No further action deemed necessary.

Full compliance was achieved on March 10, 1987 with the issuance of

the Plant Management Directive.
