Dear Mr. Wilgus:
In the Safety Evaluation Report (SER) enclosed with our letter of October 24, 1985, we stated that your respor.se to Item 1.1 of Generic Letter 83-28 for Crystal River, Unit 3 (CR-3) did not meet the guidelines for post-trip review in the following areas:
(1). The criteria for the need of independent assessment of the event following a trip.
(2).
Incorporation of these criteria into the procedure for conducting restart evaluations.
By letter dated November 25, 1985, as revised by letter dated May 21, 1986, you responded to our concerns. You stated that all unscheduled reactor trips will be reviewed by the Shift Operations Technical Advisor and the Nuclear Plant Manager or Man on Call.
Upon completion of these reviews, the Plant Review Committee will be convened to perform an independent review of the restart evaluation. These actions have been incorporated into procedures describing your post-trip review program and are acceptable.
Based on our review of these submittals and on our previous review, we conclude that the guidelines of Item 1.1 of Generic Letter 83-28 have been met and that your Post-Trip Review Program and Procedures are acceptable for CR-3.
