SUBJECT:
REQUEST FOR ENVIRONMENTAL INFORMATION Discussions with your staff have indicated that to support future 24-month operating cycles at Calvert Cliffs Units 1 and 2, you intend to increase both the Uranium-235 (U-235) enrichment of the reactor fuel above the currently analyzed bound of 4.1 weight percent U-235 and the average level of irradiation of fuel discharged from the reactor (batch average discharge burnup)
(BADB)) above the currently analyzed bound of 43,200 MWD /T. These bounds were provided by your letter of March 23, 1981 which submitted Topical Report CEN-122(B)-P, " Environmental Impact of Extended Burnup Fuel-in Calvert Cliffs Units 1 and 2," for NRC review to support the extension of your operating cycle from 12 to 18 months. The NRC staff reviewed CEN-122(B)-P and determined in its Safety Evaluation for the Calvert Cliffs, Unit 1, Cycle 6 Reload that this increased fuel enrichment and BADB would not result in any significant environmental impact.
To permit the NRC staff to assess the environmental impact of any increases in fuel enrichment or BADB, please provide an environmental assessment of the impact of these planned fuel enrichment and BADB increases. This assessment should include the following items:
1.
Need for these increases in enrichment and BADB; I
2.
The environmental impact of the proposed increases including:
i a.
An update of 10 CFR 51.51, Table 5-3, " Table of Uranium Fuel Cycle Environmental Data," with respect to the enrichment and BADB increases, b.
An environmental impact of fuel and waste transportation in accordance with 10 CFR 51.52(b);
3.
Any adverse environmental effects which could not be avoided should these increases be implemented; 4.
A discussion of alternatives to the proposed increases including no increase permitted above the current limits; i

The relationship between local short-term uses of the environment and the maintenance and enhancement of long-tem productivity; and 6.
Any irreversible and irretrievable commitments of resources which would be involved if these increases in fuel enrichment or BADB should be implemented.
This request for environmental information is being made in accordance with the provisions of 10 CFR 51.41, " Requirement to Submit Environmental Information." To permit time for adequate staff review, please submit this information no later than 6 months prior to the startup date for an operating cycle at either unit that will exceed either 4.1 weight percent U-235 fuel enrichment or an equilibrium batch average fuel discharge burnup of 43,200 MWD /T, whichever occurs first.
This request for information affects fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.
