APR 0 71987 Docket Nos. 50-266 and 50-301 Mr. C. W. Fay, Vice President Nuclear Power Department Wisconsin Electric Power Company 231 W. Michigan Street, Room 308 Milwaukee, Wisconsin 53201

Dear Mr. Fay:

In conducting our review of your January 6,1987 amendment request for the Point Beach Nuclear Plant Units 1 and 2 regarding reactor coolant system low flow trip surveillance testing, we have determined that we will need additional information identified in the enclosure to continue our review.

We request that you provide the requested information within 30 days receipt of this letter in order for us to maintain our review schedule.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

If you have any questions concerning this request, please contact me at (301) 492-9787.

Sincerely, Timothy G. Colburn, Project Manager Project Directorate #1 Division of PWR Licensing-A

ENCLOSURE 1 REQUEST FOR ADDITIONAL INFORMATION POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 REACTOR COOLANT LOW FLOW LOGIC RELAY TESTING 1.

Your January 6,1987 letter states that "although the same bistables and relays are used to actuate the single and double loss of flow trips, the relay contacts used are different". electrical schematic (s) and logic drawing (s)

Please containing these relays, their contacts, bistables and a discussion showing how testing the double loss of flow trip at power would actually initiate a reactor trip.

2.

Yt ur January 6,1987 letter also indicates that the requested Technical Specification change is not the result of physical modifications or procedural changes to the plant.

Please provide a copy of your current procedure for testing the reactor coolant low flow trip circuitry.

Has the procedure always specified that the logic testing for low flow both loops be performed on a refueling interval frequency?

3.

10 CFR 50 Appendix A, General Design Criterion 21 states in part, that the reactor protection system shall be designed to permit periodic testing of its functioning when the reactor is in operation.

Further guidance on this requirement is given in Regulator Guide 1.22 " Periodic Testing of Protection System Actuation Functions". Discuss this requirement with respect to the loss of flow trip (both loops) for Point Beach Units 1 and 2.
