This refers to the routine safeguarh inspection conducted by Mr. W. K. Lancaster
of this office on September 26-29, 1988, of the activities at the Seabrook
Nuclear Station, Seabrook, New Hampshire, authorized by NRC License NPF-56, and
to +.he discussior of our findings held by Mr. Lancaster with Mr. D. Moody of
your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and oburvations by the
inspector.
Based on the results of this inspectiun, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in
the Notice of Violetion, enclosed herewith as Appendix A.
This violation has
been categorized by severity level in accordance with the "General Statement
of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,
(
Appendix C (Enforcement Policy). You are required to respond to this letter

and in preparing your response, you should follow the instructions in
Appendix A.
Appendix A and certain paragraphs in the enclosed inspection report contain
