As part of the research effort on Interfacing Systems LOCAa to Resolve Generic Issue 105, we have requested by letter dated April 7, 1986 your assistance in obtaining information to support a study of this Generic Issue.

By letter dated May 2, 1986, you responded j

affirmatively to our request and designated Mr. William Birely as the Philadelphia Electric point of contact in this effort.

We wish to thank you for your support in this effort.

A planned site visit by the NRC sponsored contractor, Brookhaven National Laboratory (BNL), has been set up between Mr. Birely and the

-Brookhaven personnel.

As part of this undertaking, our contractor wishes to bring Mr. Stoyan Stoyanov to the Peach Bottom. facility as team member. Mr. Stoyanov is visiting BNL from Bulgaria under the-auspices of the International Atomic Energy Agency and is working on i

NRC programs with NRC approval. In view of his Bulgarian citizenship, certain questions may arise regarding the potential security risks associated with admitting him to your facility.as an escorted visitor..The Brookhaven National Laboratory has provided'the following statement concerning Mr. Stoyanov:

"To our' knowledge, Mr. Stoyanov does'not possess adverse character traits or any indications of adverse behavior. (It may appropriately be pointed out.that he was a-plant operator in his i

own country.)

Trustworthiness has been determined by a review of his records."

Based upon this statement and our contractor's~ belief that there are genuine. programmatic benefits in utilizing the expertise of Mr.

Stoyanov, we request that Mr. Stoyanov upon completion of the necessary onsite training be granted encarted access to your facility.
