MEETING MINUTES AND NOTICE During the meeting of June 10 and 11, 1986, the task group finalized the performance indicators listed below for use in the trial program. The group also specified lead responsibilities for confirmation / validation, data period and data sources for the trial program:

The safety systems selected are on-site emergency power (ac and dc), ECCS, emergency service water, and auxiliary feedwater (for PWRs only).

The plants selected are Susquehanna 1 and 2, St. Lucie 1 and 2, Palisades, Kewanee, Fort Calhoun, and San Onofre 1 and 2.

In addition to the LC0 hours, the reasons for the LCO's will be collected and categorized as either surveillance (planned) or equipment out of service.

For PI #6, Unplanned Shutdowns, the causes will extracted from NUREG-0020 for the period 85-86, and will be determined by the regions for the first quarter 4

of 1986 and categorized as personnel error, design / fabrication / construction error,- maintenance, equipment failure or other.

The causes associated with PI's 1, 2, 3, 4 and 5 will be extracted from the ex.isting AE00 data sources. An attempt will be made by IE/DEPER to recategorize the causes, if necessary, for consistency to the extend practicable.

It was recognized that the temporary instruction (TI) for the regions to collect data needed clear descriptions of the PI's and required data. The TI has been revised to incorporate this and other comments.

Commitments made with respect to some of the PI's (selected for the trial program or being considered for future) are as follows:

For Safaty System Unavailability, AE0D (Denni~g) is to look into the feasibility of using NPRDS on train level and tying into the LCO Action Statements, and report to the task group in the next meeting.

For Significant Event Frequency, NRR/ORAS (Newberry) is to further develop this along with AE00 and report in the next meeting.

For Frequency of Transients, RES (Burdick/ Johnson) is to look into the EG&G report, see if it is sufficient otherwise look at other related PI's for data.

Report is to made in the next meeting.

For Scrams, AE00 is to provide 84-85 data on a quarterly basis in the next

.two to three weeks. The data will include tables, charts, etc., and will be for scrams with and without rod motion, above 15% power, and normalized to one full year.

The data will be available for the next meeting.

For ESF Actuations, the data to be provided by AE00 will include functional categories, such as RWCU isolation etc. The 1984 data is available now, and 1985 data is to be reviewed and analyzed.

Safety System Actuations (real demand) will be provided by AE00 as a subset of ESF Actuations.

Safety System Failures will be obtained from the existing AE'0D data bases and will be by system and will include information with respect to on demand or found in failed condition.

NRR/0 RAS is to obtain the data from AE00.

RES (Johnson) is to draw a performance equation and model to display the relationship of PI's to risk.

RES is to also look into better definitions of root causes.

One trial set of data for each PI will be provided by the lead responsible office for review and discussion at the next meeting.

The task group considered the question of reducing the number of plants for the trial program.

It was agreed that dropping just a few plants is not going to greatly reduce the resource requirements and, therefore, the the number of plants will stay the same.

It was agreed to limit the period, and number of plants and safety systems for LC0 Action Statements which would have used significant resources.

It was decided that all the data being collected by the headquarters and regional offices for the trial program will be sent to one central location (to R. Singh, IE/DEPER).

During the June 11, 1986 session, the task group met the following industry representatives to discuss the trial program and the industry PI activities:

Art Bivens - AIF Bob Douglas - BG&E Bill Subalasky - INP0 Fred Buckman - Consumers Power Their reactions to our program were generally neutral to favorable.

Some of their specific comments were as follows:

NUMARC may object to some of the PI's since they get into the management area (Bivens).

In response to that the task group decided to meet with NUMARC in future.

Total integrated exposure may not be a good PI.

Corrective vs. preventive maintenance should be factored in.

B0P unavailability should be considered as an indicator.

PUC actions may be impacted by the NRC program (Buckman).

Turnover rate may not be a good PI.

Formerly-licensed personnel should be factored in the PI number 16 (Dougl'as).

The next meeting of the task group will be held cu c11y 8 and 9,1986 in Room MNBB-6110.
