INTEROFFICE TASK GROUP ON PERFORMANCE INDICATORS - MEETING NOTICE The next meeting of the task group will be held on June 10 and 11, 1985 in Room P-118.
It is expected that we would have the trial program fully defined and finalized including the data collection, validation, schedule and resources.
Based on the comments received from the group, the performance indicators (PI's) selected for the trial program are:

DEPER TEMPORARY INSTRUCTION XXX/XX DATA COLLECTION FOR THE PERFORMANCE INDICATOR TRIAL PROGRAM XXXX/X-01 PURPOSE The purpose of this temporary instruction (TI) is to provide guidance for the collection of plant data in support of the performance indicator trial program.
XXXX/X-02 OBJECTIVE The objective of this TI is to ensure timely and sufficient data collection for a successful performance indicator trial program and to document the data collection effort.
XXXX/X-03 BACKGROUND There has been a recognized need for the NRC to develop licensee performance indicators as well as criteria for imposing mandatory perfor-mance improvement measures when licensee performance is considered to be deficient.
Recently, the staff was directed to submit a proposal on performance indicators to the Commission for approval.
The staff's plan presented to the Commission (SECY-86-144) includes continued use of SALP as the cornerstone of efforts to evaluate licensee performance. To augment the SALP process and to provide for a more timely identificaiton of declining performance, a set of performance indicate will be trended on a. more frequent basis to detect symptoms of declining performance and provide more objective input into SALP.
The results will be fed into a decision process to determine appropriate NRC responses to declining performance.
The Office of Inspection and Enforcement (IE) is responsible for coordinating the development of a set of regulatory / safety performacne indicators by an interoffice task group.
The task group will conduct a trial program during June-July, 1986 to attempt to validate a minimum set of performance indicators.
The task group will also develop a frame-work to aid in decisionmaking utilizing plant regulatory performance history and performance indicator trends.
Following the conclusion of the task group activities in September,1986, the staff will submit a final proposal on performance indicators to the Connission.
The performance indicators selected by the interoffice task group for the trial program along with the assignments for their development and validation are listed below.

is readily available at the headquarters and regional offices in various NRC and licensee reports.
These types of data will be analyzed for the period 1984-85.
A portion of the data pertinent to some of the performance indicators is not readily available to the NRC and will need to be collected by the resident inspectors.
The instructions for collecting such data are outlined below.
XXXX/X-04 DATA COLLECTION REQUIREMENTS 04.01 Some of the data collection per this section will involve obtaining information directly from the licensee. Every XXXX Issue Date:
effort should be made to ensure that the licensee does nst have to create new records to support this data collection.
04.02 The data should be c'ollected for the first quarter of calendar

year 1986 (January March, 1986) in a date order, to the extent practicable.
Where data can not be collected in a date order or for the quarter, one or more data sets are acceptable.
For example, if there is no previous record of the fraction of control room alarms that are continuously alarming (off-normal),
some sample data sets are acceptable.
The objective is to collect the data set available rather than reconstruct it.
04.03 For each of the plants listed in Section XXXX/X-03, the following information should be collected:
1.
LC0 action statements entered - date, system, train and/or component involved and the time spent in LCO.
2.
Fraction of control room alarms that were continuously alarming (off-normal) above 50% power.
3.
Average age of outstanding audit items.
4.
Maintenance backlog.
5.
Causes of events - event date, event type (e.g., scram, ESF actuation etc.), cause of the event determined by the resident.(personnel error, design / installation / fabrication problem, or equipment failure).
6.
Gross turnover rate.
7.
Average years of experience of R0's and SR0's.
04.04 Suggested data entry sheet for each type of information is provided as an enclosure to this TI.
