This refers to the routine safety inspection conducted by Mr. T. Ploski and

others of this office on March 17-20, 1987, of activities at the Braidwood

Nuclear Generating Station, Units 1 and 2, authorized by Operating License

No. NPF-59 and Construction Permit No. CPPR-133,ick and others of your staf

and to the discussion of

our findings with Messrs. N. Wandke, E. Fitzpatr

.at the conclusion of the inspection.

The enclosed copy of our inspection re) ort identifies areas examined during

the inspection. Within these areas, tie inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

Although no exercise weaknesses were identified in the inspection re) ort, we

are concerned that this exercise scenario was not of the quality we lave come

to expect from your organization. We are also concerned that s_e.yeral, controller

errors or late actions resulted in temporary player confusion. While it may

be unrealistic to assume that every scenario package and controller performance

can be devoid of errors, we expect that your staff will make greater efforts

to minimize the types of scenario data and controller flaws as are summarized

in Paragraph 5.f of the enclosed report.

We will gladly discuss any questions you have concerning this inspection.
