Gentlemen:
This refers to the routine safety inspection conducted by Messrs. R. Lanksbury
R. Kopriva, and D. Jones of this office on September 24 through October 31,
1988, of activities at LaSalle County Station, Units 1 and 2, authorized by
Operating Licenses No. NPF-11 and No. NPF-18 and to the discussion of our
findings with Mr. G. Diederich at the conclusion of the inspection.
The enclosed copy of our inspectier, report identified areas examined during
the inspection. Within these creas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in ',he enclosed inspection report. However,
because the NRC wants to encourage and support licensee's initiatives for
self-identification and correction of problems, the NRC will not generally
issue a Notice of Violation for a violation that meets the tests of 10 CFR 2,
Appendix C,Section V.G.1..
This is the case with the violation discussed in
Paragraph 3.f. of the enclosed inspection report.
If you do not agree with
our statement of your corrective actions, you are requested to inform us, in
writing, within 30 days of the date of this letter.
Othemise, no reply to
the violation is required and we have no further questions regarding this
matter at this time.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of
this letter and the enclosures will be placed in the NRC's Public Document
Room.
