AFFIDAVIT CF A. LINDLEY BIGELOW A. LINDLEY BIGELOW, being first duly sworn, hereby deposes and says:
Kr name is A. Lindley Bf gelev. I am the Coordinator of amergency Preparedness for Montgomery County, Pennsylvania. My office is at 50 maleville Road, Fagleville, Pennsylvania,19k03.
I an familiar with the Ordar of the Atomic Safety and Licensing Appeal Board, dated May 7,1986, which remanded Phase Three of the pro-ceeding" to the Licensin6 Board for consideration of the availability of bus drivers for the school district plan for Spring-Ford School District.
Itat order, as appliemble to the Spricg-Ford School District, suggestg that only 57.5% of the drivers for the school district would, in fact, perform in the event of an emerency. Based en y exparience.
I do not agree that the drivers vould fall to perform their duty.
Tr. Ih293 Moreover I have made arrsagements with otbar bus crupanies cut-side the EPZ to provide buses and drivers if necessary for an evacuatten.
The total number of buses available in Montgomery County, as reflected in our latest annual survey, is 1,257 (does not include 2h2 ninibuses, 8606200222 860616 DR ADOCK 05000352 PDR

205 vens, and 79 handicapped vehicles) and the total nunber of drivers is 1,919, recegnizin6 that these nimbera change ontinually.
On this basis, I am confident that thar* would ba no shortage of drivers for any evacuation of the Sprin6-Ford School District.
In addition, the Philadelphia riectric Con:pany has advised me that it has identified 270 individuals, each of vbon has agreed (a) to drive school buses in Mentge:tery County as rasy be necessary upon my request.
(b) to take training to qual.ify for a Conanonwealth of Fenacylvania Class k driver's license, which author-ites operation of school buses, and to saintain it These indjvfdusis have also agreed that, upon :ny request, they vould report to the Bervyn Transportation Center, where they could be transported wherever needed in Mont6ccery County, to include the Custer Garage, to drive any buses as _ay be necessary in the Spring-Ford School District.
Further, Philadelphia Electric has advised me that it estimates
- t. bat 105 of the volunteers could arrive at Bervyn within 30 minutes, k0 within &l ninutes, and 125 vithin 90 minutes if needed.
