Dear Dr. Paperiello:
By separate letter of the same date (Letter GDP 99-0060), the United States Enrichment Corporation (USEC) is submitting to the NRC the 1999 Annual Update to the certification documents for the Portsmouth, Ohio Gaseous Diffusion Plant. As noted in USEC letter GDP99-0060, the following plans in the 1999 Annual Update contain National Security Information and/or Restricted Data:
United States Enrichment Corporation, Portsmouth Gaseous Diffusion Plant, Physical Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance, Revision 31 United States Enrichment Corporation, Portsmouth Gaseous Diffusion Plant, Security Plan for the Protection of Classified Matter, Revision 31 These documents are also considered to be proprietary commercial and financial information pursuant to 10 CFR 2.790(d)(1) and are exempt from public disclosure on that basis as well.
In accordance with 10 CFR 76.33(e),95.37, and 95.39, the Revision 31 changes to these plans are being submitted under separate cover from the other portions of the 1999 Annual Update.
The information contained in USEC letter GDP 99-0060 dated April 14,1999 (including the accompanying oath and affirmation) is hereby incorporated by reference into this letter.
