SUMMARY

OF APRIL 19,1999 MEETING WITH FIRSTENERGY (DAVIS-BESSE) REGARDING NEAR-TERM LICENSING ACTIONS AND ACTIVITIES

'As announced on March 26,1999; a meeting was held with FirstEnergy Nuclear Operating Company (FENOC) on April 19,1999, at White Flint. The following discussions took place:

(1) the licensee briefed the new NRR Projects personnel on the history and organization of Davis-Besse, and (2) the staff and licensee discussed the schedule and priority of near-term licensing actions. Attachment 1 is a copy of the attendance list.

The licensee discussed its spent fuel storage plans. The licensee has installed two temporary spent fuel racks in the cask pit for the April 2000 refueling outage. This will provide full-core offload capability needed for the 10-year inservice inspection reactor vessel beltline inspections.

Later, two additional temporary fuel racks will be installed in the cask pit to facilitate reracking of the spent fuel pool. This reracking will provide full-core offload capability through the end of the I

40-year licensed life. A technical specifications amendment is needed to support the April 2000 outage, for loading of fuel in the cask pit. This application is expected to come next month' seeking staff approval by February 2000 A second technical specifications amendment 1 application will encompass the spent fuel pool rerack changes. '

Other licensing actions needed for the April 2000 outage include two associated with use of a r'ew fuel cladding material (one for a TS amendment-TAC No. MA3552-and the other for an exemption-TAC No. MA3589). These are currently the highest priority items needed by the licensee for which an application has already been submitted.

l Other items desired in time for the outage are a reactor coolant pump flywheel surveillance

- amendment (TAC No. MA5019), an Appendix J/ Option B amendment (application coming in

. May), and an LPCl/ Containment Sprav AOT amendment (application coming in July 1999).

Another TS amendment application that would raise the Ultimate Heat Sink temperature limit from 85 ?F to 90 *F is coming in July.

The licensee briefed the staff regarding a mid-Cycle 12 outage, scheduled to begin April 24,

' 1999. The outage is being made primarily as a precaution intended to increase plant reliability during summer high power demand conditions.
