Gentlemen:

This refers to the safety inspections of activities at Fermi 2 Nuclea* Power

Plant, authorized by NRC Operating 1.icenso 'No.uNPF-43, and documentad: in

Inspectioe. keport Nos. 50-341/87048(DRP), 50,-341/88006(ORP), P 341/88012(DRP)?

and 50-341/88017(DRP). The inspections, covered the period of i ,tober 18, 1987;

through August 26, 1988.

During these inspections, certain of your activities appeared to be in

.

violation of NRC requirements, as specified ir. the enclosed Notice. A written

response is required.

Escalated enforcernont was considered for the apparent

violations and an Enforcement Conference was held on October 20, 1988, in the

Region 111 office between you and members of your staff and Mr. Carl Papriello

and members of the Region III staff.

During the Enforcement Conference the

apparent violations, corrective actions, and root causes were discussed.

The NRC has been concerned with the number of surveillance problems identified

cver the post year at the Fenni facility. As a result of the Enforcement

Conference, "RC is encouraged that the corrective actions you have taken

dppear to have resolved the programatic problems of your surveillance program.

The ongoing Technical Specification Improvement Program is scheduled for

completion on December 31, 1968. While the NRC acknowledges the results of

the program to date, NRC will closel; monitor your final results in order to

detennine if future enforcement action is warranted.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of

this letter, the enclosure, and your response to this letter will be placed

in the NRC Public Document Room.

We will gladly discuss any questions you have concerning these inspections.
