RESPONSE TO NRC REQUEST FOR COST ESTIMATES TO INSTALL COMMUNICATION CIRCUlTRY AND PERMISSION TO USE SITE PROPERTY FOR CONTINGENCY TELECOMMUNICATIONS NRC letters dated September 4 and September 8, 1986 requested cost estimates from Consumers Power Company to install additional communication circuitry at the Big Roca Point Nuclear Power Plant's Emergency Operations Facility (EOF) and the Palisades Nuclear Power Plant's EOF and also the permission to use site property for contingency telecommunications. The actual request for both Palisades and Big Rock Point and Consumers Power Company's responses are as follows:
Request We are seeking Consumers Power Company's estimate for labor and material to accomplish the following tasks:
1.
Install two WE-742 Terminal Blocks; one located in the NRC area of the EOF (manor home) and the other at the telephone cable junction box located at the rear of the Transmitter Building at the EOF. The outside terminal block should be enclosed in a weatherproof box to protect it from the elements and should be marked for NRC Emergency Use Only.
2.
Install two DC Control pairs (voice quality circuits) from the EOF terminal block to the telephone cable junction box at the rear of the Transmitter Building at the EOF.
3.
Agree to reserva an area at the 50 meter level of the Met Tower for use by the NRC as a repeater site.

I Based on a conversation with Ruth LaFreniere (NRC contact) a ten foot area (centered at the 55 foot height) can and will be reserved for temporary use by the NRC. The same stipulation (as that for the Big Rock location) applies i
to this location with respect to frequency selection.
The frequencies in use by Consumers Power Company at this site are 47.98 MHz, 173.350 MHz and 456.100 MHz Tx/451.100 MHz Rx to communicate with the Met Tower Repeater.

Big Rock Point and Palisades Plants Cost Estimate - Communicator Circuitry April 6, 1987 In addition to the responses provided for Big Rock Point and Palisades, Consumers Power Company is providing the following additional comments:
1.
Careful selection of the frequencies to be used by the NRC will allow effective communications to occur both for Consumers Power Company and the NRC. Less than careful selection can create harmful interference. Also, the larger the number of frequencies in use, the higher the potential for harmful interference. Therefore, once preliminary selection of the frequencies that the NRC would prefer to use is made, our Communication Services Department will be included in the final selection process.
2.
Finally, the estimates provided cover only the circuits and termination equipment requested. For example, no provisions have been made to supply power to any NRC transceivers nor have any preparations been made for actually securing the NRC antennas to the respective structures. Therefore, any requirements not specified in the original requests (our discussions with the NRC contact lead us to believe that there are no unspecified requirements other than the reserved space on the South Haven wood pole) are not covered by the estimates and will require commensurate additional funds in order l
to be accomplished.
