Dear Mr. Counsil

This refers to the inspection conducted by Mr. M. Runyan and a NRC

consultant during the period October 5 through November 1, 1988, of

activities authorized by NRC Construction Permits CPPR-126 and

CPPR-127 for the Comanche Peak Steam Electric Station, Units 1

and ?, and to the discussion of our findings with Mr. H. D. Bruner

and oths; members of your staff at the conclusien of the

inspection.

The enclosed copy of our inspection report identifies areas

examined during the inspection.

Within these areas, the inspection

consisted of selective examination of procedur0c and representative

records, interviews with personnel, and observations by the

inspectors.

During this inspectior,. it was found that certain of your

activities were in violation of HRC requirements, as specified in

the enclosed Notice of Violation.

A written response to this

violation is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a

copy of this letter, the enclosures, and your response to this

letter will be placed in the NRC Public Document Room.

The response directed by this letter and the accompanylag Notice is

not subject to the cicarance procedures of the office c. danagement

and Budget as required by the Paperwork Reduction Act of 1980,

PL 96-511.
