Proposed Amendment of Operating License NPF-43 License Condition 2.C(10) - Emergency. Diesel Generator Lube.011 Surveillance Program In its'1etter dated January 28, 1987,- Detroit Edison Company.(DECO) proposes

to amend the Fermi-2 Operating License No. NPF-43, revising License Condition.

2.C(10), "EmergencyDiesel Generator Lube Oil Surveillance Program" as follows:

1.

Delete the requirements for the quarterly disassembly, inspection and replacement, as necessary, of the emeroency diesel generator (EDG) ~ engine oil filter; and performance of a spectrographic analysis of the oil filter media and deposits that may be found during the-quarterly inspection of the oil filter.

2.

Add the following bearing-inspection: requirements, not covered in the current license condition in Operating License No. NPF-43:

a.

Perfom gap checks of the thrust bearings of each-FDG engine following every automatic, unprelubricated (dry), engine start, or every six months, whichever occurs first. -As concurred in by the NRC staff in the letter to the licensee dated January 9, 1987, the gap checks will be perfomed within.seven days after each engine dry start to preclude unnecessary plant shut down.

b.

Perform a special one-time visual inspection of the EDG No. 13 engine upper thrust bearing at the next 18-month Technical Spec--

ification surveillance requirement, or at a time the envelope of engine starts established by DECO's demonstration test pro-gram, described in DECO's letter dated March 18, 1986, is exce-eded, whichever occurs first. As agreed to by the NRC staff in the January 9, 1987 letter to the licensee, this special inspec-tion will be performed within 30 days of the scheduled inspection time to preclude an unnecessary plant shutdown.

3.

Continue to inspect EDG engine lube oil samples on a monthly basis.

The staff has evaluated the technical basis provided by Deco to justify revising the current license condition, the results'of which are documented i

in the enclosed Safety Evaluation Report (SER). Although the NRC staff agrees with the basis for deleting the EDG engine oil filter inspections and the oil filter media analysis described in the preceding paragraph (item 2.a), it does not agree that the license condition should be amended by simply substituting the January 28, 1987 letter for the March 6_, March 14, and Parch 15, 1985 letters, as proposed. Rather, we reconeend that the amended license condition be one that j

details specifically what inspections will continue to be performed by DECO; i.e., that the license condition be self-explanatory without referencing correspondence.

I have developed an alternative license condition which Deco is requested to consider. The alternative license condition is delineated in the enclosed SER.

Before the Comission takes any further action in processing the subject license amendment, we suggest that Deco consider resubmitting its proposal endorsing the license condition delinerted in the enclos' d SER, or proposing another e

alternative for our consideration.

In the event that the special, one-time, inspection of the EDG.No. 13 engine upper main thrust bearing (item 2 in the opening paragraph above) will be com-pleted before the proposed license amendment becomes effective, DECO should consider submitting a Technical Specification change implementing 2.a above, and deleting the current license condition in its entirety. Such an alternative submittal, if selected, should include the technical details and evaluation find-ings obtained from the EDG No. 13 engine inspection.
