INSERVICE INSPECTION PROGRAM - FIRST 10-YEAR INTERVAL RE: Brunswick Steam' 51ectric Plant, Units 1 and 2 By letter dated November.10 1986, you provided a description'of the inservice inspection program.for the Brunswick facility for the second 10-year interval of commercial operation which began July 10, 1986. Included in that submittal were requests for relief from certain ASME Code requirements for the first 10-year interval inspection program. In our review of these first interval relief requests we find that we need the information requested in the enclosure to complete our review. Please respond to this request within 60-days of receipt of this letter.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents; therefore, OMB clearance is not required under P.L.96-511.

t REQUEST FOR ADDITIONAL INFORMATION RELATING TO FIRST INTERVAL INSPECTION RELIEF REQUESTS CAROLINA POWER AND LIGHT COMPANY BRUNSilICK STEAM ELECTF.IC PLANT UNITS 1 AND 2 00CKETS NOS. 50-325 AND 50-324

1. Scope / Status of Review As required by 10 CFR 50.55a(g)(5), if the licensee determines that certain code examination requirements are impractical and relief is requested, the licensee shall submit information to the Nuclear i Regulatory Commission (NRC) to support that determination.

The staff has reviewed the available information in Attachment 2'to the Licensee's November 10, 1986 submittal which contains requests for relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Section XI requirements which the Licensee has determined to be impractical for the first 10-year inspection interval which ended July 10, 1986. Seven relief requests were identified in Attachment 2 to the November 10, 1986 submittal: VR-2, PR-1, PR-3, PR-4, PR-7, PR-8, and PR-9. The first 10-year Interval ISI Program Plan was based upon the 1977 Edition of Section XI of the ASME Code with Addenda through Sumner 1978.

2. Additional Information Required Based on the review of the relief requests listed above, the staff has concluded that, for Relief Request No. PR-3, the Licensee should justify why it is impractical to replace the rupture disk with a non-failing plate in order to perform the pressure test at the required pressure.

The schedule for the timely completion of this review requires that the licensee provide by the requested date, the above information so that the review of the relief requests for the first 10-year inspection interval can be completed.
