J. I. Tapia, and D. M. Hunnicutt of this office during the period
September 1-30, 1988, of activities authorized by NRC Operating License NPF-76
and Construction Pemit CPPR-129, for the South Texas Project, Units 1 and 2,

and to the discussion of our findings with Mr. W. M. Kinsey and other members

of your staff at the conclusion of the inspection.
Areas examined during the inspection included piant status, licensee action on

previous inspection findings, monthly surveillance observation, monthly
'
maintenance observation, operational safety verification, engineered safety
feature system walkdown, electrical / mechanical components, system and
structures - Unit 2, structural integrity test (SIT) and integrated leakage
i
rate test (ILRT) - Unit 2, preoperational test procedures - Unit. 2, fuel
,
receipt and storage - Unit 2, licensee action on previous reported items,

cnntainment combustible gas control system (hydrogen recombiners) Units 1

and 2, hurricane / storm protection and special comunications demonstration / test

dt STPEGS. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with personnel,

and observations by the NRC inspectors. The inspection findings are documented
in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were

identified.
