SECY-86-248 - OFFICE OF INFORMATION RESOURCES MANAGEMENT This is to advise you that the Commission (with all Comminioners agreeing) has approved the establishment of the Oft 2.ce of Information Resources Management (IRM) subject to the comments of Chairman Zech (attached).
In addition the Commission should be provided with a timetable for hiring the new otfice director, and a work plan for the new director after hiring.

Chairman Zach's comments on SECY 86-248 I approve of this plan with the following comments:
The EDO should specify the FTE to be allocated to IRM office and which offices it comes from.
This should be done before establishing the office.
The computer systems security function in the new organization should in no way detract from the central control of security policy and operating responsibility of the Divisio,n of Security.
The IRM end-user education function and the contracting function should not detract from the central policymaking, monitoring, and operating responsibilities of the Employee Development and Training Staff and Division of Contracts, respectively.
