SUBJECT:
REORGANIZATION I fully agree that to protect better the public's health and safety the NRC's structure needs to reflect the changing nature of the agency's mission. Thus, I generally support the proposed reorganization as detailed in the October 16 package.
I believe that sound and effective management is paramount as we enter the " operational phase" of our mission. When considering specific names to fill these positions of responsibility, I will look for the individual's commitment to our mission of protecting the public's health and safety, proven management skills, and a willingness to follow Comission direction.
It is my understanding that we will meet on November 3rd to address the reorganization proposal and candidates, and that a final package containing the names of all agreed upon nominees and their deputies and division directors will be presented to the Commissioners for final approval.
I look forward to these discussions with you and my fellow Comissioners.
In this regard let me offer the following specific suggestions:
I suggest that all waste management activities be consolidated in NMSS' Division of Waste Management. This would mean transferring spent fuel storage, low level waste storage, and decommissioning responsibilities from the Fuel Cycle Division to the Waste Management Division. Responsibility for uranium mill tailings should be transferred from the Waste Management Division to the Fuel Cycle Division.
I agree that RES should have the lead in writing rulemaking packages; however I believe that we also need to recognize that unlike reactors which have long tenn licensing process and fixed procedures and standards, HLW and LLW are developing programs.
Thus, especial attention should be given that NMSS play a major role in developing standards and procedures affecting the waste areas.
I suggest that the Comission create a TVA project office reporting to the EDO.

l I support combining OCA, OPA, SP and the liaison functions of IP into a single office to provide a single focus for the agency's external relations.
I believe the export / import functions of IP should be left separate within the Office of NMSS.
I also support the rear ization of NRR for the reasons you havestated(seemyMay 1985 memorandum to Chairman Palladino on the subject of NRR reorganization).
I would, however, leave all the safeguards inspection functions within NMSS.
