Docket No. 50-206 Amendment Application No. 155 San Onofre Nuclear Generating Station Unit i Enclosed is Amtndment Application No. 155 to the Provisional Operating License DPR-13. Amer:dment Application No.155 consists of Proposed Change No.194, which is a request to revise Appendix A, Technical Specifications, of Provisional Operating License DPR-13.
Proposed Change No. 194 is a request to revise Appendix A Technical Specifications to modify tne positive barrier isolation requireraents between the feedwater condensate system and the reactor coolant system due to power supply modifications to a recirculation system valve. To eliminate a single failure susceptibility in the recirculation system, the power supply for one of the recirculation valves will be changed to be included on the Uninterruptible Power Supply (UPS battery) for one of the safety injection valves. With the existing Technical Specification requirements, the UPS output breaker must be opened under certain conditions. This requirement exists to remove control power to the safety injection valve. With the revised power supply configuration, o;ening of the USS output breaker will remove control power to the recirculation valve as well as the safety injection valve. Since this coadition is not desirable, Proposed Change No.194 will revise the Technical Specifications to maintain the existing positive barrier isolation requirements while not affecting the recirculation valve.
This change is needed before stavtup from the Cycle 10 refueling outage, prior to entry into MODE 3 which is scheduled for February 19, 1989.
Pursuant to 10 CFR 170.12, the review of Proposed Change No.194 contained in Amendmerit Application No.155 has been determined to require a fee of
$150.00. Accordingly, SCE's check in the amount of $150.00 is enclosed.
