This refers to the resident safety inspection by Mr. W. Troskoski on February 1 -
March 15, 1987, at the Beaver Valley Power Station, Unit 1, Shippingport, Pennsyl-
vania. The inspection consisted of document reviews, interviews and observation
of activities. The findings were discussed with Mr. Crockett of your staff.
Based on the results of this inspection, it appears that certain of your activities

were not conducted in full compliance with NRC requ'rements, as set forth in the
Notice of Violation enclosed herewith as Appendix A. The violation has been cate-
gorized by severity level in accordance with the " General Statement of Policy and
Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C. You are re-
quired to respond to the enclosed Notice, and in preparing your response, you

should follow the instructions specified therein.
