Dear Mr. Denton:

By a letter dated February 26, 1987, South Carolina Electric & Gas Compa.ny (SCE&G) received a request for additional information on Generic Letter 83-28, Item 2.2.1.

The following information is provided in response to that request.

The first question seeks confirmation that all safety-related components are designated as safety-related on plant documents so that personnel performing activities affecting safety related components are aware ofs this fact and are guided by safety-related procedures and constraints.

Lists of systems and major equipment classified as safety-related are contained in Chapter 3 of the FSAR.

Engineering documents such as drawings, system discriptions, design basis documents and specifications have designated safety classifications included in them. A total listing of safety related equipment on a component basis is also included in the Computerized History and Maintenance Planning System (CHAMPS). The safety classification field in CHAMPS has been verified against approved design documents and is utilized as a readily accessible source of information to identify safety related components. This classification listing is controlled by the Technical Services (Engineering) Group and any changes to equipment classifications and the classification of new items by SCE&G is accomplished via approved Engineering procedures.

Nuclear Operations Department procedures require that activities be designated as safety-related if they directly or indirectly affect safety-related systems, components or structures for which the Facility Operating License, Technical Specifications or FSAR prescribe specific

As described above, the safety classification field in CHAMPS has been verified against approved design documents and is a readily accessible, computerized source of information. Technical Services Procedures address the control of the safety classification listing contained in CHAMPS, and Station Administrative Procedures exist which address the applications and maintenance of CHAMPS.

The third question addresses the use of the equipment classification listing to determine that an activity is safety-related. Nuclear Operations Department procedures exist which govern the application and handling of activities associated with equipment. These procedures require that a determination of the safety classification be made prior to performing work. These procedures ensure that safety-related components are identified as such, and that activities performed on the components are performed in accordance with the necessary procedures.
