VISUAL WELD ACCEPTANCE CRITERIA Re: Brunswick Steam Electric Plant, Units 1 and 2 By letter dated December 10, 1985, Carolina Power & Light Company (CP&L) proposed the use of Nuclear Construction Issues Group Specification-01 (NCIG-01), Revision 2, " Visual Weld Acceptance Criteria for Structural Welding at Nuclear Power Plants" at Brunswick Steam Electric Plant (BSEP), Units 1 and 2.

The use of NCIG-01, Revision I was previously approved by the NRC on a generic basis by letter dated June 26, 1985 from Mr. J. Knight, NRC to Mr. D. E. Dutton of the Nuclear Construction Issues Group. In the December 10, 1985 submittal, CP&L proposed to use NCIG-01, Revision 2 as modified for specific applicability to the BSEP facility. In a subsequent submittal dated March 25, 1986, CP&L described the differences between NCIG-01, Revision 2 and the visual weld acceptance criteria to be used at BSEP.

We have reviewed the CP&L submittals and find the exceptions taken to NCIG-01, Revision 2 are insignificant and, in general, more conservative than the previously approved generic criteria. The staff's Safety Evaluation is enclosed. We conclude that the use of visual weld acceptance criteria at BSEP, and the incorporation of the associated changes into the Final Safety Analysis Report in the next scheduled update are, therefore, acceptable.
