1.0 INTRODUCTION

Ey letter dated July 19,1988, Oraha Public Pcwer District (CFPD) requested several changes to tne Technical Specificaticns (TS) for the Fort Caltcun Station, Unit 1. The proposed changes provide the addition of a Table of Contents for the Tables and Figures and correct an error to a location reference in Section 2.19. /

2.0 EyALUATION The licensee's propcsed changes to its TS will add a Table of Contents which lists and prevides the location of Tables and Figures which presently exist in the text of the dccursent. Also, the change corrects an interral refererce listed in Section 2.19(4)b. This section tad referenced Section 5.9.2a for reporting requirer.ents. Fewever, in Arendrent 99 to the TS, Sections 5.9.2a and 5.9.2b were coe.bined into a revised section 5.9.2. This change corrects the location reference to Section 5.9.2.

On the basis of its review of the above iteris, the staff concludes that the licensee has provided an acceptable basis for these iter.s. Accordirgly, the staff finds that each of the proposed changes is acceptable.

3.0 ENVIFOMtENTAL CONSIDERATION This amendsent relates to changes in recordkeeping, or adininistrative procedures or requirements. The Coreitssion has previcusly issued a proposed finding that these amendrents involve no significant hazards consideration and there has been no public cow +nt on such finding.

Accordingly, the arendrents meet the eligibility criteria for categorical exclusionsetforthin10CFR51.22(c)(10). Pursuantto10CFR51.22(b),

no environrental assessrent need be prepared in connection with the issuance of these arendrents.

On the basis of the considerations discussed above, the staff concludes that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed r.anner, and (2) such activities will be conducted in corpliance with the Cornission's regulations, and the issuance of the arenenent will not be iniriical to the conren defense and security or to the health and safety of the public.
