SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.103 TO PROVISIONAL OPERATING LICENSE N0. DPR-20 CONSUMERS POWER COMPANY PALISADESePLANT DOCKET NO. 50-255 INTRODUCTION By letter dated October 15, 1985, the Consumers Power Company (CPC) requested changes to the Administrative Controls Section of the Technical Specifications (TS) for the Palisades Plant. The proposed changes are evaluated below.
EVALUATION Section 6.8.2 - CPC proposed to delete the requirement for the Plant Manager to approve plant procedures and replace this with a new requirement that plant procedures shall be approved by an appropriate member of plant management.
During a January 1987 telephone call by mutual agreement between CPC and the NRC staff, the original proposed TS was revised such that the intent was clarified to be consistent with the justification given in the discussion section of the October 15, 1985 submittal. Specifically, the revised TS specifies the senior department manager responsible for the activities addressed by the procedure as the person having the approval authority, and that this authority be predesignated for specific functional areas in order to conform to the Standard Technical Specifications. These revisions do not significantly change the licensee's amendment request. Therefore, this clarification is within the scope of the action described in the Federal Register notice published in December 1986 and the staff's proposed no significant hazards consideration determination is not affected. Thus, this action was not renoticed.
TS 6.8.2 currently specifies that the Plant Review Committee (PRC) is responsible for the review of procedures and procedure changes. The review consists of a multidisciplinary safety review by appropriate management and technical experts within the plant staff. The proposed TS does not change this requirement, but would delete tie requirement for the Plant Manager to approve plart procedures, which for the most part is based on his review of PRC deliberations as described in PRC minutes. The proposed requirement would designate the appropriate senior department manager as the person having procedure approval authority in the functional area of responsibility for which he is considered to have first hand knowledge and technical expertise.
Based on the considerations discussed above, the staff finds the proposed change acceptable.

. Section 6.8.3.c - CPC proposed to change this requirement, which deals with temporary changes to procedures, in a manner that would be consistent with the proposed changes to Section 6.8.2.
As with Section 6.8.2 CPC and the staff mutually agreed to revise the original proposed TS change in order to clarify the intent of the specification.
Specifically, the revised TS specifies that the senior department manager is the person having the approval authcrity, and that this authority shall be predesignated for specific functional areas in order to conform to the Standard Technical Specifications.
The staff finds this change acceptable, as it is consistent with the change 4
to Section 6.8.2.
ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeepi,ng, reporting, or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
5 CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the comon defense and security or to the health and safety of the public.
