NEAR AND LONG-TERM SPENT FUEL STORAGE PLANS This letter summarizes Consumers Power Company plans for both the near and long term concerning the storage of spent fuel at Palisades.
The present rack configuration in the Palisades Spent Fuel Pool (SFP) will accommodate full core discharge (FCD) through Fuel Cycle 7.
The plant is presently operating in Fuel Cycle 6.
A modification which will re-rack approximately one half of the pool and result in an additional 94 storage spaces is planned to be completed during Cycle 7.
The added storage spaces w~ll permit operation (with FCD) through Cycle 9.
Cycle 9 is expected, using the. most conservative estimate, to end in 1990.
Two ancillary modifications are being planned for installation during Cycle 8 and will pr-0vide storage space external to the spent fuel storage racks for control rod blades and new fuel bundles.
Present practice is to store control rod blades in the north tilt pit and to store 32 new fuel bundles (36 of the total 68 new fuel bundles required each cycle are stored in the new fuel rack) in the spent fuel racks.
If FCD is to be maintained, this practice cannot continue into Cycle 9.
Preliminary study indicates that providing capability to store control rods double tiered in the north tilt pit area is a possibility; and, the 32 new fuel bundles could be stored in additional new fuel racks or could be stored in their shipping containers.
The purpose of the re-rack modifications as discussed in the previous paragraphs is twofold:. (1) It delays the time when Consumers Power must either consolidate spent fuel, provide outside storage or lose FCD; and, allows Consumers Power Company to take advantage of improvements in the rapidly expanding state of the art of consolidating fuel bundles; and (2) It provides larger individual storage spaces - each of which has the capability of storing fuel which has been consolidated at a 2:1 ratio.

Director, Nuclear Reactor Regulation Palisades Plant Spent Fuel Storage Plans October 15, 1985 Consumers Power Company is also actively investigating alternative methods such as consolidation and dry storage for increasing storage capacity in the future.
The optimum alternative will be selected in a timely manner and appropriate licensing documents will be submitted at that time.
