SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.103 TO FACILITY OPERATING LICENSE NO. OPR-39 AND AMENDMENT NO. 93 TO FACILITY OPERATING LICENSE NO. DPR-48 COMMONWEALTH EDISON COMPANY ZION NUCLEAR POWER STATION, UNITS 1 AND 2 DOCKET NOS. 50-295 AND 50-304 Generic Letter 85-19, Peporting Requirements on Prir:ary Coolant Iodine Spikes, is part of an ongoing effort to delete unnecessary reporting requirements. It has been detemined that reporting reaufrements related to primary coolant specific activity levels, specifically iodine spikes, can be reduced from a short term report to an item to be iniluded in the Annual Report.

It has also been detemined that existing shutdown requirements based on exceeding the primary coolant iodine activity limits for an accumulated period' -

of over 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> are no longer necessary. This is based on an improvement in -

the quality of nuclear fuel over the past 10 years and the fact that appropriate actions would be initiated long before approaching the limit as currently specified.

Generic Letter 85-19 reports these findings and presents model Technical Specifications in Standard Technical Specification format which reflect these findings. Comonwealth Edison, has proposed amending the Zion Units I and 2 Technical Specifications to match the model Technical Specifications presented.

l In addition to the above changes, the Commonwealth Ediscn Cc:rpany recuested a number of changes to Section 6. " Administrative Controls", of the Zion Technical Specifications. The requested changes involve a position title

, changes, several minor administrative changes, and some clarifications.

The title'of the Division Vice President and General Manager Nuclear Stations would be changes to " Assistant Vice President and General Manager - Nuclear Stations". The following sections of the Technical Specifications would be affected by this change: 6.1.3; 6.1.7. A.1; 6.1.7. A.1(j); 6.1.7. A.2(m);

. 6.1.7.B.2(e); 6.1.7.B.2(h); 6.1.7.B.2(i); 6.1.7.B.3; 6.1.7.B.4(a); 6.1.7.B.5(a);

6.3; and 6.4. This change is a title change only, is in accordance with Section 13.1.1 of the Standard Review Plan, NUREG-0800, and is, therefore, acceptable.

Section 6.1.7.B.1 would be changed to allow the Station Manager to @signate an alternate for himself to supervise the Onsite Review and Investigative Function. This change also affects Section 6.1.7.B.6(a). The proposed change is consistent with the Standard Technical Specifications and is in accordance,

with Section 13.4 of the Standard Review Plan which provide for alternate members for the onsite review function principals. The change also would provide for increased managerial efficiency by not requiring the personal attention of the Station Manager on all activities conducted under the auspices of the Onsite Review and Investigative Function. We, therefore, find the proposed change acceptab'e.

Section 6.1.7.LS(a) would be amended to add metallurgy to the areas of expertise recuisd of the personnel performing the Orsite Review and Investigative Rretion. This change would increase t_he capabilities of the personnel perfeing this function and is consistent with Section 13.4 of the Stcriard Reviedlan. It is, ther dare, tccc m u c.

Sections 6.2.3 and 6.2.4.C would be amended to specifically authorize the Station Panager to approve procedures and procedure changes, as well as the cognizant Superintendent as previously provided for in the Technical Specifications. This change does no more than formally recognize the overall responsibility and authority of the Station Manager.

The change is consistent with Section 13.4 of the Standard Review Plan and it is, therefore, acceptable.

Miscellaneous wording changes would be made to Sections 6.1.7.B.2(e), 6.2.1.M, 6.2.3, 6.2.4, 6.3 and 6.4. The changes are grammatical and editorial in wording of these sections. The changes are, therefore, acceptable.

l ENVIRONt: ENTAL CONSIDERATION These amendments involve a change in the installation or use of the facilities components located within the restricted areas as defined in 10 CFR 20. The staff has determined that these amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that these amendments involve no significant hazards consideration and there has been no public comment on such finding. Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR Sec 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

CONCLUSION We have concluded, based on the considerations discussed above, that: (1) there .

is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these anendments will not be inimical to the common defense and security or to the health and safety of the public.
