Gentlemen:
4 On October 21, 1988, TV Electric letter 1cgged TXX-88740 responded to Action 1 of NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to i
Reactor Coolant Systems." Reporting recuirements of NRC Bulletin 88-08 required that tne responses be submittec under oath or affirmation under the i
provisions of Section 182a, Atomic Energy Act of 1954, as amended.

TXX-88740~did not provide TU Electric's response to Action 1 under oath or affirmation as required by NRC Bulletin 88-08.
TV Electric's response to NRC Bulletin 88-08 Action 1 is hereby resubmitted under oath.
TV Electric has completed a review of applicable systems connected to the Reactor Coolant Systems (RCS) as required by Action 1 of the bulletin. TU Electric tas identified unisolable sections of piping connected to the RCS that may be subjected to stresses from temperature stratification or
- t temperature oscillations that could be induced by leaking valves and were not evaluated in the design analysis of the piping.
The lines that may be affected by these types of thermal stresses are:
1.
charging line downstream of valve 8146,
[
2.
alternate charging line downstream of valve 8147, i
3.
auxiliary spray line downstream of valve 8145, and i
4.
four centrifugal charging pump cold leg injection lines downstream i
of valves 8801A/88018.
In addition, we are aware of the phenomenon cited in footnota 1 of this I
bulletin, and Information Hotice 88-80 related to the potential for thermal stratification in the pressurizer surge line as a result of a temperature t
difference between the pressurizer and the RCS hot leg during heatup and r.ooldown sequences. Since this potential thermal stratification would not be the result of leaking valves and therefore not within the scope of this l
bulletin, this issue is being addressed independently of the actions required

by this bulletin.
