Gentlernen:
This refers to the routine safety inspection conducted by
R. D. Lanksbury,
R. A. Kopriva, P. L. Eng, and J. F. Smith of this office on August 9 thrcugh
October 21, 1988, of activities at LaSalle County Station Units 1 and 2,
authorized by L,.arating Licenses No. NPF-11 and No. NPF-18, and to the
discussion of our findings with Mr. G. Diederich at the conclusion of the
s
inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice. However, the
inspection showed that actions had been taken to correct the identified
violation and to prevent recurrence.
Our understanding of your corrective
actions is described in Paragraph 5.b of the enclosed inspection report.
Consequently, no reply to the violation is reouired and we have no further
questions regarding this matter at this time.
In addition, three apparent
violations, described in paragraph 11 of this report, were identified and are
being reviewed for potential enforcerrent action.
An enforcement conference
is scheduled for November 18, 1988, in the Region Ill office with you and
other members of your staff regarding the apparent violations.
You will be
notified b/ separate correspondence of our decision regarding enforcement
action. We are releasing the report at this time for your information.
No
written response concerning the apparent violations described in paragraph
11 is required until you are notified of the proposed enforcement action.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of
this letter and the enclosures will be placed in the NRC Public Docurrent Room.
