INSPECTION PLAN 4 for GENERAL ELECTRIC COMPANY l SAN JOSE, CALIFORNIA April 14-18,1986 i

L 'I . Purpose To review and close-out over 170 allegations made by a former GE nuclear engineer to the Government Accountability Project (GAP) regarding alleged programmatic deficiencies in Quality Assurance /

Control activities at GE's San Jose, California, facility.

The primary emphasis, of th'is initial inspection, will be directed .

towards addressing those allegations associated with safety-related equipment / services. In order to maximize this inspection, only 20-25 items will be reviewed to determine (1) the potential safety significance of the allegers concerns and (2) to determine the total extent of the problem that may exist at General Electric. .,

II. Scope The following categories will be reviewed to assess issues identified to GAP by the alleger:

Additional inspections to review this information gathered by'GE will be scheduled if appropriate.

a It should be noted that the emphasis will be on procedures in effect during the time frame between 1978 and 1982, which represents the period in which these allegations were referenced in Mr. Milam's work record. -

'- ENTRANCE MEETING TEXT  !

The purpose of this inspection is to review allegations made by Mr. Sam Milam III,  !

.L a former General Electric Nuclear Engineer, to the Government Accountability Project (GAP). Over 170 separate allegations were made which raise questions  ;

concerning manufactured under General Electric's Quality Assurance / Control Program i

during the period March 1978 to April 1982. During this initial inspection ,

approximately 20 allegations will be reviewed. At its conclusion, the NRC will  :

assess the results and decide the best course of action to close-out the remaining allegations. One alternative at this time is to have General Electric gather  !

documentation and respond to the remaining allegations. Once completed, the NRC .

will schedule additional as necessary inspections to review the documentation .

3 supporting General Electric's response.

The NRC is in possession of several thousand documents which account Mr. Milam's a work history during the period referenced above. In addition the NRC has a report, prepared by Mr. Charles E. Stokes for GAP, which highlights this work history, Also, a report entitled " Deferred Verification," dated July 11, 1983, authored by Mr. Milam, is also in our possession.

i. At the conclusion of the NRC's review of this effort, an inspection report will be generated and forwarded to General Electric. Documents used in support of this activity will be made available in the Public Document Room.

! The NRC appreciates General Electric'r cooperation in this effort to resolve and

- close-out these allegations in the most efficient and timely manner.
