SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 39 TO FACILITY OPERATING LICENSE NO. NPF-30 L'NION ELECTRIC COMPANY CALLAWAY PLANT, UNIT 1 00CAET NO. STN 50-483

1.0 INTRODUCTION

By letter dated June 28, 1988, Union Electric Campany submitted a request for changes to the Technical Specifications (TS).

The amendment would change the TS to reflect recent ctganizational changes.

All references regarding the "Vice President, Nuclear" would be changed to the "Senior Vice President, Nuclear.' The position of General Manager, Engineering (Nuclear) would be deleted from the Nuclear Safety Review Board (NSRB) and the Manager, Licensing and Fuels, would be appointed Chainnan of the NSRB.

2.0 EVALUATION The minimum qualifications and basic organizational reporting requirements would be unchanged as a result of the upgrade in management assignments.

Engineering expertise is currently represented on the NSRB through the membership of the Manager, Nuclear Engineering; the Manager, Licensing and Fuels, is currently an appointed member of the NSRB.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment i

need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

. t will not be endangered by operation in the proposed manner; and (2) such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
