Dear Mr. Denton:
As a supplement to my February 12, 1986 and March 11, 1986 letters please find attached clarification to the Technical Specification change request for Specification 4.6.6.2.
This clarification is intended to show that only the Engineered Safety Features actuation portion of Surveillance 4.6.6.2 is to be extended until the first refueling outage.
Also, as a-result of discussions with members of your Staff, the amendment to Specification 4.5.3.1 is not needed.
Since Specifications 4.5.2 is referenced by Specifications 4.5.3.1, the amendment to 4.5.2e. is sufficient to cover the extension necessary to 4.5.3.1.

SURVEILLANCE REQUIREMENTS l
4.6.6.1 Each train of the Containment Valve Injection Water System shall be l
demonstrated OPERA 8LE at least once per 31 days by verifying that the system is pressurized to greater than or equal to 1.10 P, (16.2 psig) and has ade-quate capacity to maintain system pressure for at least 30 days.
4.6.6.2 Each train of the Containment Valve Injection Water System shall be demonstrated OPERA 8LE at least once per 18 months by verifying that the valve seal injection flow rate is less than 1.7 gpe for Train A and 1.4 gpa for Train B with a tank pressure greater than or eoal to 45 psig and each auto-i matic valve in the flow path actuates to its correct position on a Containment Pressure-High or a Containment Pressure-High-Higa test signal.**
