Exhibit A describes the proposed changes, describes the reasons for the changes, and contains a significant hazards evaluation. Exhibit B contains the proposed wording changes to the license.

EXHIBIT A Prairie Island Nuclear Generating Plant License Amendment Recuest Date October 24. 1988 Evaluation of Proposed Changes to the Technical Specifications for Operating Licenses DPR-42 and DPR-60 Pursuant to 10 CFR Part 50, Section 50.59 and 50.90, the holders of Operating Licenses DPR 42 and DPR 60 hereby propose the following changes:

Proposed Change Under Section 2.B of both facility operating license; add 2.B (6) allowing the transfer of byproduct material to the Prairie Island facility from other NSP job sites for volume reduction and decontamination,

a. Delete the period and quotation mark at the end of 2.8 (5) and replace them with a semicolon (;).
b. Add 2.B (6) to read:

(6) Pursuant to the Act and 10 CFR Parts 30 and 70, to transfer byproduct materials from other NSP job sites for the purposes of volume reduction and decontamination."

Reason For Change The Prairie Island nuclear generating plant has specialized equipment for decontamination of equipment, cicaning of protective clothing, and for volume reduction of radioactive waste. This amendment would allow Northern States Power Company to make more efficient use of this equipment by allowing contaminated materials to be transferred from other NSP controlled sites for decontamination and volume reduction processing. Listed below are two examples of proposed uses of this type of material transfer,

a. NSP owns a super compactor unit which is capable of yielding significant volume reduction factors for drums of radioactive waste. The super compactor is installed at the Prairie Island plant site. With the proposed amendment, NSP would have the option of transporting vaste material to the compactor from other NSP facilities in properly packaged, labeled and placarded containers l for volume reduction prior to shipment to a disposal site. This l will enable NSP to make use of the compactor when road restrictions would otherwise prevent moving the compactor, save wear and tear on the compactor unit, and make better use of the personnel who are trained to operate and maintain the unit.

l Compacted waste would be shipped offsite for burial with burial volumes and costs assigned to the original site of origin.

Packaging and transportation of waste would be in compliance with NRC and DOT regulations at all times.

b. Both of NSP's nucicar plant sites are equipped with laundry A1 t

facilities for decontaminating protective clothing. In times of high usage, such as during an outage, equipment breakdown could cause considerable delay in the work schedule. Under the proposed amendment, NSP would have the option of transporting used protective clothing in properly packaged, labeled and placarded containers from other NSP controlled sites to the Prairio Island plant for laundering. The laundered garments would be returned and the small amount of radioactive waste generated would remain at the Prairie Island site for processing.

All work involved in the packaging, shipping and handling of the byproduct material will be planned to maintain exposure to personnel as low as reasonably achievable.

S a fe ty Evaluation and Determination of Sienificant Hazards Considerations The proposed change to the Operating License has been evaluated to determine whether it constitutes a significant hazards consideration as required by 10 CFR Part 50, Section 50.91 using standards provided in Section 50.92. This analysis is provided below:

1. The proposed amendment will not involve a significant increase in the probability or consequences of an accident previously evaluated.

This amendment will not cause an increase in the probability or consequences of an accident previously evaluated for the Prairie Island plant. The increase in radioactive materials present on site through implementation of this amendment would be negligible. This small increase in the amount of radioactive materials on site cannot cause a significant increase in the probability or consequences of an accident previously evaluated.

2. The proposed amendment will not create the possibility of a new or different kind of accident from any accident previously analyzed.

The proposed amendment will involve control of low level radioactive waste and contaminated materials only and in no way will create the possibility of a new or different kind of accident.

3. The proposed amendment will not involve a significant reduction in the margin of safety.

The proposed amendment deals only with the handling and processing of low level radioactive waste and contaminated materials and therefore involves no reduction in the margin of safety.

The Commission has provided guidance (March 6, 1986 Federal Register) concerning the application of the standards in 10 CFR 50.92 for determining whether a significant hazards consideration exists by providing certain examples of amendments that will likely be found to involve no significant hazards conciderations. The changes to the Prairie Island Technical Specifications proposed in this amendment request are similar to NRC example (1). Example (i) applies in this case since the proposed change is administrative in nature and does not carry any operational significance or

Based on this guidance and the rear,ons discussed above, we have concluded that the proposed changes do not involve a significant hazards consideration.
