DPR-42 50-306 DPR-60 License Amendment Request Dated March 2,1998 Spent Fuel Pool Special Ventilation System Technical Specifications j Attached is a request for a change to the Tech"ical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant. Northern States Power Company submits this request in accordance with the provisions of 10CFR50.90.

This amendment request proposes to remove a spent fuel pool special ventilation '

system operability based restriction on crane operations in the spent fuel pool enclosure, while maintaining that restriction on spent fuel handling opera change is necessary to allow movement of loads over spent fuel stored in the spent fuel pool enclosure with one train of spent fuel pool speciel ventilation system inoperable. This change will provide consistency between the paragraphc of TS 3.8.D. For example, TS 3.8.D paragraph 3 only restricts the movement of spent fuel when both trains of spent fuel pool special ventilation system inoperable and no b'

longer restricts crane operations under such conditions.

An application for amendment by Northern States Power Company, dated May 7,1997, as supplemented May 30, July 29, and September 12,1997, proposad a change to TS 3.8.D.2 that was denied by an NRC letter dated September 15,1997. The Safety Evaluation enclosed with the NRC letter documented the basis for denial of the proposed change. This amendment request

puts forth a diffe,cnt proposal, which addresses the issues raised in the basis for the previou's denial.

Exhibit A contains a description of the proposed change, the reasons for requesting the change, the supporting safety evaluation, and the significant hazards determination. Exhibit B contains current Prairie Island Technical Specification pages marked up to show the proposed change. Exhibit C contains the revised Prairie Island Technical Specification pages incorporating the proposed change.
