Opposition to Objection to c'd Motion for Reconsideration of Portion of Prehearing Conference Order Filed by Yankee Atomic Electric Company I. The Franklin Regional Council of Governments (FRCOG) firmly opposes the Motion for Reconsideration and Objection filed byYankee Atomic Electric Company (YAEC)in the above entitled matter. The FRCOG seeks to move fonvard expeditiously with the rights granted it under the Atomic Safety and Licensing Board (ASLB)'s Prehearing Conference Order, and would request that the Board reject the legal arguments posed by

YAEC. The Board acted properly using a reasonable methodology and its broad discretion in framing Contention 4.

II. The FRCOG would support a reconsideration of the Board's action if and only ifsuch recensideration strengthened the TEDE criteria by referencing vomen and children rather than adult males.

III. The FRCOG requests the Board deny this Motion and proceed expeditiously with Discovery.
