NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-456.
As a result of the inspection conducted during the period of December 1 1986 through February 14, 1987, andinaccordancewiththe"GeneralPolley and Procedures for NRC Enforcement Actions " 10 CFR Part 2, Appendix C (1985), the following violation was identified:
via the Emergency Notification System (ENS),perations Center be notifi 10CFR50.72(b)(2)(ii),reguiresthatNRCO within four hours of the occurrence of any event or condition that results in manual or automatic actuation of any Engineered Safety Feature (ESF), including the Reactor ProtectionSystem(RPS).
1 Contrary to the above, the licensee failed to make the required ENS notification within the specified time limitation on two separate occasions.
One occurrence pertained to an RPS actuation caused by water dripping into the nuclear instrumentation cabinets, and the other occasion pertained to an ESF actuation (containment ventilation isolation) due to loss of power supply to a radiation monitor.

l Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action takenandtheresultsachieved;(2)correctiveactiontobetakentoavoid furtherviolations;and(3)thedatewhenfullcompliancewillbeachieved.
Consideration may be given to extending your response time for good cause shown.
