MEMORANDUM FOR: Gary G. Zech, Chisf i Vendor Program Branch Division of Quality Assurance Safeguards and Inspection Programs Office of Inspection and Enforcement I FROM: Robert L. Baer, Chief Engineering and Generic Communications Branch Division of Emergency Preparedness and Engineering Response Office of Inspection and Enforcement

SUBJECT:

LOW OIL LEVEL IN GENERAL ELECTRIC TRANSFORMERS AT THE OYSTER CREEK NUCLEAR GENERATING STATION (DEPER ACTION #85-312)

We are currently evaluating the need for a generic compunication concern-ing undetected low transformer oil levels. There has been a Region I inspec-tion at Oyster Creek, an inspection at the General Electric, King of Prussia office by Mr. Petrosino of your staff and several discussions between Mr.

Petrosino and Jim Stewart of my staff. Based on the information that we have gathered to date, we believe that an inspection or meeting at the G.E. trans-former manufacturing facility in Rome, Georgia is necessary to determine the scope of the problem and appropriate NRC action. If scheduling can be ar-ranged, Jim Stewart is available to assist on this inspection.,
