SUBJECT: NRC INSPECTION REPORT NO. 50-313/99-01; 50-368/99-01
Dear Mr. Hutchinson:
This r',lers to the inspection conducted on January 17 through February 27,1999, at the
M,ansas Nuclear One, Units 1 and 2, facility. The enclosed report presents the results of this
inspection.
During the 6-week period covered by this inspection, your conduct of activities at the Arkansas
Nuclear One facility was generally characterized by safety-conscious operations, sound
engineering and maintenance practices, and appropriate radiological controls. One notable
exception was the unplanned lowering of water level in the Unit 2 reactor coolant system and
resultant inadvertent entry into a reduced water inventory condition that occurred on February 2.
A specialinspection was performed on February 2-17 to follow up on this event. The results of
this special inspection are documented in NRC Inspection Report 50-313/99-03; 50-368/99-03.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
