Dear Mr. Martin:

On December 23, 1985, a letter (enclosed) was transmitted to Mr. M. Douglas Schuster of your organization by Mr. Lyman H. Shaffer of PGandE requesting a delay of the annual audit of the Diablo Canyon Contingency Plan until the first quarter of 1986.

Addressing this letter to Mr. Schuster was contrary to PGandE's established practice.

This letter should have been sent directly to you by the Vice President, Nu:: lear Power Generation, who is the appropriate corporate signatory for technical and administrative correspondence with the NRC.

This letter is to inform you directly of ~our request for delay of the annual audit of the Diablo Canyon Contingency Plan and to assure you that all future correspondence to Region V will be sent directly to you in accordance with PGandE's established practice.

Kindly acknowledge receipt of this material on the enclosed copy of this letter and return it in the enclosed addressed envelope.
