PUBLIC NOTICE NRC STAFF PROPOSES TO AMEND OPERATING LICENSES AT CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 The Nuclear Regulatory Commission staff has received an application dated August 1, 1986, from the Baltimore Gas and Electric Company (licensee) l for an exigent amendment to the operating licenses for Calvert Cliffs Nuclear j
Power Plant, Units 1 and 2, located in Calvert County, Maryland.
If approved, the amendments would allow, for one time only, continued at power dual-unit operation of up to 240 hours0.00278 days <br />0.0667 hours <br />3.968254e-4 weeks <br />9.132e-5 months <br /> with No.12 diesel generator *
(the swing diesel generator) out.of service.
This extension of the allowed period of operation with the No. 12 diesel generator inoperable from 72 to 240 hours0.00278 days <br />0.0667 hours <br />3.968254e-4 weeks <br />9.132e-5 months <br /> is contingent upon the continued operability of the other diesel generators (Nos. 11 and 21) and of all three offsite A.C. power supplies.
Normally, only two offsite A.C. power supplies are required for dual-unit operation.
This extension shall expire 15 days after the issuance of the i
amendments or upon completion of repairs to the No. 12 diesel generator, whichever comes first.
These amendments shall' be used only to determine and correct the cause of the combustion product leakage into the No. 12 diesel generator jacket water cooling system.
The licensee has determined that carbon monoxide (CO) is leaking into the jacket water cooling systems of all three station diesel generators.
The i
magnitude of leakage experienced by the No. 12 diesel generator is consistently greater than that found for the Nos. 11'and 21 diesel generators.
The specific cause of the C0 leakage is indeterminate though it is generally perceived to be due to a fault in the diesel combustion and exhaust system.
Subsequent performances of the Technical Specification 4
3/4.8.1 diesel generator surveillances have demonstrated that all three diesel generators comply with all Technical Specification operability requirements.
To determine the specific cause of the CO leakage in the No. 12 diesel f
generator, a hydrostatic test of the associated jacket water cooling system i
must be performed.
The preparation for and performance of this hydrostatic test would require approximately 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of the normally permitted 72-hour 1
j diesel generator out of service period.
Subsequent repair and testing is l
l estimated to require an additional 48 to 192 hours0.00222 days <br />0.0533 hours <br />3.174603e-4 weeks <br />7.3056e-5 months <br />, depending upon the repairs j
necessitated.
As a result, the licensee will be unable to repair and return the diesel generator to service within the allowed 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period, so that an extension of the time currently allowed by the Technical Specifications is j
necessary to avoid a forced, dual-unit reactor shutdown.
l The Commission has determined that a timely application for the proposed I
change was made and that exigent circumstan'ces do exist and were not the i
l result of any fault of the licensee.
The exigent circumstances result from i
j the fact that, though the diesel generators currently meet all operability requirements, it is desirable to diagnose the source of this leakage of C0 into the No. 12 diesel generator jacket water cooling system as promptly as l
practicable.
Additional time would also be needed to repair such leakage.
By requesting an exigent review in order to promptly conduct repairs, the licensee j
is avoiding the potential of degraded diesel generator reliability that could result over time if the cause of the C0 leakage was due to a diesel generator cylinder liner crack or a cylinder seal adapter leak, c
j The short period of time involved and the compensating measures taken'to assure the availability of the other two diesel generators and all three

j offsite A.C. power supplies assures that there is no significant increase in i

. probability or consequence of accidents at the facility and no significant reduction in a margin of safety.
This change does not create the possibility of a new or different kind of accident from any accident previously considered.
Following an initial review of this application, the NRC staff has made a proposed (preliminary) determination that the requested amendments involve no significant hazards considerations.
Under NRC regulations, this means that the proposed amendments do not involve a significant increase in the possibility or consequences of an accident, would not create the possibility of a new or different kind of an accident, or involve a significant reduction in a safety me.rgi n.
The Commission has determined that due to exigent circumstances there is not sufficient time to publish notice in the Federal Register for public comment before issuance of the proposed action.
If the proposed determination that the requested license amendments involve no significant hazards considerations becomes final, the staff will issue the amendments without first offering an opportunity for a public hearing.
An opportunity for a hearing will be published in the Federal Register at a later date and any hearing request will not delay the effective date of the amendments.
If the staff decides in its final determination that the amendments do involve a significant hazards consideration, a notice of opportunity for a prior hearing will be published in the Federal Register and, if a hearing is granted, it will be held before the amendments are issued.
