Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No.141 Pursuant to our discussions regarding the subject amendment, GPUN is herewith submitting a revision to Technical Specification Change Request (TSCR) No.141.

As a result of the Staff's review of the subject request and our conversations, GPUN proposes that a requirement for a daily channel check of the control room indicating devices associated with instruments RE05-19 A and B be included within our Technical Specifications. These level indicating devices are RE 21 A and B. This will aid in verifying unimpeded hydraulic comunication of the instruments with the reactor vessel.

The status of the 10M outage remains favorable in that commencement of startup is currently scheduled for November 16, 1985 with a turbine-on-line date of November 18, 1985. It is expected that the instruments will be available on November 10, 1985. In consideration of requiring full automatic system capability with regard to reactor low-low level for performing pre-startup surveillances, GPUN requests that an amendment associated with TSCR 141 be issued on or before November 10, 1985. Because placing the instruments in " operable" status will restore several automatic engineered-safety features to service, issuance of the new amendment as soon as possible is desired.
